Allow global default "Expected Progress" setting so that users don't have to remember to choose the right one

We work off a quarterly update cadence by default, but the default setting is monthly. Regardless of training, it's very easy for some users to miss this altogether. We should allow customers to set a default update cadence, including the "last/first day" options, in the Admin screen so that everyone is respecting the minimum default automatically.
