Allow user to manually adjust automated y-axis scales in graph widgets

Right now the scaling is automatic based on the range of values presented (presumably), and sometimes you end up with awkward presentation. For example, wanting to show 0.25 increments, but it shows increments of 0.00, 0.67, 1.34, etc…
