We want to create a measure for Budget spent, they have an overall target they would like to stay under for the year and want to see how they are pacing each month. So it should be like a "Reach target" but "lower is better" type, but we cannot do that today. So right now they have a reach target but when they are under the budget is shows at risk, they tried to do it with negative numbers but the same logic happens. They do not want to use a maintain measure as we cannot customize the target each month, so they would be on track the whole year as the maintain below target would be an annual target.
Basically what they want is visualised in the graph attached, for Cascade to show "on track" when they are below the monthly target and "at risk" if they are above.
It is the second one in two weeks for me, the other one was for number of casualties on the road last week, where again we would need a reach target but lower is better option.
