Improved Flexibility on Scheduled Updates

Overall - additions to updates the such as:

1. Updates for owners getting notified if their goals are a specific health status
2. Updates at the team level only (not associated to an entity)
3. Option to send an update on demand (not the fixed time periods)
4. Option to add 'custom text' before an update it sent
