Capture negative progess for Objectives

Objective health/progress doesn't capture success criteria with negative progress and is hindering their visibility into those that need action vs success criteria that have not started beyond 0%.

For example: The progress of this measure is negative as it's below expected progress and the objective that the measure is placed under is showing a progress of zero, so it just looks like they haven’t started and is not showing the actual situation where it is going very much in the wrong direction.
