Differentiate null values from "0"

Currently if a measure is set up as maintain bellow a number with a minimum of 0 (lets say between 0-10) then the measure will be shown “on track” even if the owner never updated the value and, consequently never moved the slider. The value should be “null” and instead of showing on track it should bring the attention to the fact that it has never been modified. It sends the wrong message and affects proper tracking and accountability.
