Focus Area Health Over Time should consider all of its "lifetime"

When we click an a focus area from the "All Focus Areas" tab in Plans & Teams, the graph for Focus Area Health Over Time only shows a month valid of health instead of the commencement date for that focus area until the present.

It should show the health over the entire period of time that the focus are has assigned.
