Historical Data Entry for Manually Tracked Actions

Currently, if an owner is unable to update their progress on time and enters it a few days later, the system logs it under the current date. It would be useful to select a past date when entering a manual update for an Action (similar to the existing functionality for Measures). This ensures the chart in the sidebar reflects the true timeline of work completed
