Include tool tip showing the % complete calculation for any goal when you hover over the % complete

It's a simple calculation in most cases, but it isn't transparent enough. This is most worrying for the user when the initial and target numbers are very close together, in which case you can end up with crazy numbers like "-7,000%" and this can scare the user.
